They can be adjusted, there is an adjuster below the throttle on the solid guide into the throttle housing. When you say you have moved them, how?
Make sure that the guides & cables are running (pointing) in the same direction as the bars, if not, it can have an effect on the return (snap).

First off, I recommend downloading the shop manual if you don't already have it. Search the site, it's an easy find. Then look at page 1-22. It gives you an idea of how they're supposed to route.

The thing that I've learned about the throttle cables is that what you're adjusting is the cable housing or sleeve, not the cable itself. They need to be loose enough to allow the cable inside to move easily. The manual says there should be between 2-6mm of throttle play in the cable. The upper end of the cable housing near the throttle is for smaller adjustments. The lower end near the carburetors is for larger adjustments. The cables should be routed smoothly and should stay relative to each other, meaning they shouldn't cross each other. Unfortunately I don't have any photos to post up.

Make sure that when you were touching the throttle handle you didn't accidentally slide the grip to far in and it got stuck. It happened on my 1986 VF1000R, so I know it's possible.
