submurged bike

Ive had this bike since it was new. It is a 95 cbr 600 F3. About four years ago it was stolen, but was recovered after two days. The thievs decided when they were done they would ramp it into the lake. Luckily a fisherman found it a day later. I got it back and drained all fluids several times, cleaned the entire bike, slightly cleaned the carbs, and put it all back together. It will crank over but doesnt wanna start. Im just wondering if it just needs the carbs cleaned and adjusted or if there could be alot wrong with it. We did all the work right after i got it back and just stopped when it didnt start. It has been sitting for the last four years. Please help.

Water and motorcycle just don't mix. 4 years of sitting after being submerged is just gonna be awful. Without the heat from combustion there no way to get all the water out of the crankcase. The easiest route to go would be a complete disassembly and then part out what's in decent shape. Sorry.
