how many teeth on a stock sproket 1998 f3????////

yes 15 front 43 rear is correct....one down front and three up rear is the best gear ratio without losing top end and gaining low end torque.

I get my 98 up to the balance point with only a -1 and a 42 on the rear...

yes you should be able to get it up in second with a -1+3 setup

BUT...you are probably going to have to get a longer chain for that setup

Yea you shouldn't be putting sprockets on without a new chain anyways.
