get a gps for 50 bucks from ebay if you want a speedo that bad
I am currently making a sweet gps bracket modd for our bikes, so that might catch your attention

5% off is in the US DOT's tolerances. If you go back to stock sprockets we're talking the speedo reading 95-105 if you're doing 100 mph. Seriously, most cops don't even bother with +5 over the limit because of it.

The general error, allowed by regulation, is up to 110 percent plus 6.25 mph. So, doing 100 mph, it can read up to 116. Doing 60, read up to 72. Luckily, Honda sticks pretty much with 5 - 8%, depending on tire wear.
I used to repair and calibrate speedometers.
And by the way, a standard GPS (like your TomTom, Garmen, etc) don't have a quick enough sampling rate to effectively use as a speedometer. You can slow down or speed up and not have the unit respond fast enough to accurately display your speed - depends on the screen refresh rate, the samping rate, and the HEPE (Horizontal Estimated Position Error). You need one that is designed to be a speedometer, and not tell you when to turn left to get to Starbucks. Of course, they cost more. If you don't mind the lag error, then it's OK and will save you a lot of bucks. Cheapest one I've seen is around $400.

If you want to save a little money, I ordered and will soon be installing the SpeedoDRD by 12oclocklabs, $70 shipped from motomummy. will soon be installing it on my F3, might do a write up since i didn't see one in that section.
