I have a nice ratchet set that bends and swivels and whatnot.

With stock sprockets and stock rims and tires you'll ALWAYS read higher than what you're actually doing. Reading 95, you won't be doing 100. Doing 94 and reading 100, yes. Bikes follow an International Standard, UNECE 39, as in the US we can follow either an SAE standard or UNECE 39. No reason for Honda to have to follow two different standards, so they use the International one.

The general error, allowed by regulation, is up to 110 percent plus 6.25 mph. So, doing 100 mph, it can read up to 116. Doing 60, read up to 72. Luckily, Honda sticks pretty much with 5 - 8%, depending on tire wear.

I used to repair and calibrate speedometers.

And by the way, a standard GPS (like your TomTom, Garmen, etc) don't have a quick enough sampling rate to effectively use as a speedometer. You can slow down or speed up and not have the unit respond fast enough to accurately display your speed - depends on the screen refresh rate, the samping rate, and the HEPE (Horizontal Estimated Position Error). You need one that is designed to be a speedometer, and not tell you when to turn left to get to Starbucks. Of course, they cost more. If you don't mind the lag error, then it's OK and will save you a lot of bucks. Cheapest one I've seen is around $400.
