lube on hand grips
I think you are talking about the lube that is supposed to make the twist throttle operate more smoothly. Instead of returning to it's closed throttle position, it sticks and returns very slowly, if at all, correct? And, if I'm correct in assuming that, then your question's are: How can I make it not stick? What lube do I use, if any to get it to operate better?
My bike was doing the same thing(returning very slowly, sometimes it wouldn't return all the way). I started looking into it and my end cap had been tightened down too much. The grip was sliding against it and sticking because of it. I made myself a make-shift washer to try and space the bar end cap out a little more. It worked. It's not necessarily the correct way of doing it, but being as broke as I am, it was the most feasible route at the time. I will be getting new grips, end caps and I will lube it properly when I finish restoring the bike. Until then, it's not a high priority. I had planned on getting some of the spray lube (not wd-40) or maybe even some of the dry graphite lube. but I haven't decided that fully yet.
