When was the last time it ran? Here's some random ideas:
Is battery connected
Kill switch on
Jiggle the key while trying to start
Side stand or tip over switch (wouldn't cause loss of lights though)
Blown fuse (I had an old model Honda, '81, that had the rectifier in the rear section and when it blew a fuse it did nothing. Freaky hard to diagnose[:@])

after several hours of troubleshooting it was the main relay just up from the battery almost under the tank on the left side of the bike.it takes a 30 amp fuse the fuse looked perfect but i swapped it out anyway and
bammmm!!!!!
she fired right up!
its a thing of beauty to here that thing fire.

after several hours of troubleshooting it was the main relay just up from the battery almost under the tank on the left side of the bike.it takes a 30 amp fuse the fuse looked perfect but i swapped it out anyway and
bammmm!!!!!
