Handle bar help required on f3

Hello,
I have damaged the bar end on my f3 and decided to buy new.
Whilst trying to undo the allen bolt that holds the bar end into the handle bars i have managed to pull out a piece of cylindrical ali tube that was fitted inside the handle bars"do you call them clip ons" ?
This was because they were so tight to undo the hole lot came out,on both sides as well.
This tube is about five inches long and i stil cant get the allen bolt out of the ali tube.
Do i need to refit these tubes and what are they there for anyway ?
The new bar ends that are to arrive DO NOT screw into this tube like the original bar ends,so my question is do i realy need to fit them or what can i expect to happen without them fitted.
Thanks

That is a bar weight that you pulled out. The purpose of it is to reduce vibration in the bars. Not a big deal that it pulled out, it can be inserted back in when you get the bar end off.
