This figures. Help diagnos

Ok so I was going down the road[needing ride time to get my license], everything was running fine then it revs to 6.5rpm. It won't go down at all. Tried to turn it off and let it sit for a little.

While letting it cool down I checked the throttle. When twisting the throttle it sounds like the butterflys open and close fine. I can hear them "snap" closed. Also the throttle works fine while riding. No binding feeling at all on the throttle.

Now on the other hand I have been noticing my choke not working right. This is where I think the problem lies. Yesterday when I started the bike, it didn't want to idle up when I pulled the choke lever. Also noticed it felt loose till it got to where I though was the farthest point where it would idle at around 3k like when I got the bike. When with a little extra pull on the lever it moved a little more then it idled up. Maybe this cable needs to be lubed up or maybe there's something you all know that could cause the same problem. It's like this, pull the lever for the choke and it seams liek it moves with the normal tension then have to pull it after about 3/4 of the pull with ti feeling like it's binding.

So with that said, What do you all think?

Now I feel dumb. I was adjusting the throttle idle screw thinking it was adjsuting th tightness of the rear shock. *facepalm*
