Default deal or no deal

i know you guys get this all the time but if you add any input it would be greatly appreciated.

im currently looking at a 98 F3 with 36,XXX miles on it. (sorry no pics)
i checked it out today and it seemed in good condition.
started up on the first shot cold, not 2 much damage.
a few scrathes and a tiny rip on the back of the seat thats mayb 1/2 an inch big.
a friend of mine came with me and he rode it and said it fell good.
the previous owner put on new fairings becuase he must of dropped it but that was over 2 years ago.

i used to goto school with the kid so i know most of the miles were going to and from school because it was his daily driver.
he said he recently got a new front brake, and the tires seem ok but not brand new.

hes also giving a jacket gloves and helmet which im not really concerned about but they come with it.

hes asking 2,900 obo.

what do you think the highest i should go

From the prices that I've been seeing, that's not too far from the average. I'd try $2500 if it looks stock/nice and didn't need tires and brakes right away.

Now that you have made up your mind on the CBR, start shopping around a bit for another one, maybe in better condition, either way, I know how you feel, feel excited now? wait till you ride the bugger. Good luck
