Cbr 600 F3 problem

have a cbr 600 F3 in 1st n 2nd gear it's fine but when I put it 3rd its holding back iv changed spark plugs and leads and carbs have been done anyone got any idea

Has the ram air been modified ? Are the hoses that pressurize the float bowls still in place.
