Yes. 12 is the number. You may want to check your amps also.

Let me re-state. Anything below 12v and you can consider it too low. I think a fully charged battery is like 12.4 or something like that.

Battery is now fully charge and it turns over when the starter button is pressed but thats about it. im not sure if there is even spark but its still a step in the right direction.

how do i check spark?

Very cool. Ginormous step.
A very basic way to tell if there is spark is to remove one plug, keeping the plug wire attached, rest the plug in such a way that the threads are against a solid ground. This could be your engine casing. Once you have that, hit the starter button, you may need a 2nd person to do that. But when the button is hit, you should see a bluish spark between the center electrode and the ground electrode, (little 90 degree arm on the bottom of the plug. If you see that, you at least know you are getting spark. It may or may not be enough, but it is a start. Put that plug back in, then take out the next one and repeat. Do them one at a time as not to mix up wires.

i tried the method you suggested on plug one and there was no spark. i havent checked others yet. But i followed the directions in the manual and tested the ignition ht coil primary windind resistance it came up about 3.5 for both but when i tested the plug end i got nothing. it doesnt say if the bike has to be running to test.

Then you have either a bad plug, coil (including the plug wire), or you didn't have the plug grounded well when you tried testing for spark.
You can also buy an inline spark tester/indicator for around 15 bucks. You plug it in between your plug and plug wire and it lights up real bright if you have voltage.
