cant get 98 f3 forks apart
Ok so Ive disassembled the forks, took out the bottom allen bolt and im trying to pull the tube/seal out of the lower. Ive tried pulling as hard as i can at least 15-20 time. even got a metal bar and put it through the axle holes and pulled up with both hands while standing on the bar.
No such luck. Any ideas?

I had the same problem when replacing my fork seals. After a ton of wrestling with it, I had to use a torch to melt the seals and very carefully carve them out with a small flat head screwdriver. Its very important not to score the tubes or the seat that the seal rests in, or else you will not have a good seal with your next fork seal. A little crude, but it worked for me.

Just checking, it's easy to forget/over-look. Here's a part diagram of the tubes,
in case it helps...

What I do to get the seals out is clamp the bottom tube in the vise, grab the top tube
compress it and then yank it out, hard. the bushing (#9 on the diagram) will generally
pop the seal loose, after a couple of yanks. Get a piece of pvc that will slip over the
top tube, long enough to extend past it. Cut a series of length-wise slits in one end,
allowing a hose clamp to snug it around the top-tube. You can use it to drive your
seals home, without risk of seating them crooked.
