they are called 3/4 length trousers. Summer here has been a bit poor so far, we had a good April though

Their been popular here for years know, can't even buy a decent pair of shorts these days without a dozen pockets, and that almost cover your knees, give me decent set of budgie smugglers any day. Make the most of your summer guys, aren't you close enough to be riding the coasts of Italy or something
