Vacumn lines on back of carbs??

Default Vacumn lines on back of carbs??
Ok,theres 2 "vacumn" lines that come off the back of the carbs,are bent 90*,and hook up to nothing(so I assume). Do these just vent to atmospehere??

They're some sort of vent or overflow thing. When the float in one of carbs stuck, it started dumping fuel out of one of those hoses.
