Hey guys I am gettin really upset with my bike. I cannot get it to run. these are the things that I have done:

cleaned carbs out completely jets and all
new spark plugs and made sure every one fires efficiently
fresh fuel used from a bottle connected to fuel line to eliminate possibility of bad fuel from tank

right when I first clean off spark plugs and make sure that they fire correctly I replace them and if I spray a little starter fluid in the intake the bike will try to start and back fire and stuff and when it does start it will die very shortly after. then when I try again the plugs(all four) will get wet again and I have to repeat the process of cleanin them again. if anyone has any ideas please let me know. Thanks guys

Does your battery have enough power? You could be flooding the bike which often fouls the plugs.

Though it sounds like you've checked them thoroughly it sounds like a carb/jets problem...because the plugs are wet. If there is more fuel in the chamber than can be burned it has to be coming from somewhere. I cannot imagine you could starve it of enough air where it would wet the plugs, surely you are starting with the choke on.

How are you "cleaning" your plugs? I used a propane torch to burn off everything until it just barely gave a hint of glowing red. I had a similar problem when I first got my bike, and what threw me off was that even though I had let my spark plugs dry out, when I held the threads against the frame and cranked it over, I had visible spark. But it still wouldn't run. So after heating them up with the propane torch it got things going. Also while you've got all the plugs out I'd crank it over a couple times to pump any excess fuel out of the engine.
Definitely have a battery charger hooked up or something while you are doing all this and trying to start it. If you are cranking it over with too little power, the starter isn't going to turn it over fast enough to get it started. If thats the case then you're better off to just stop because its not going to start even if things were perfect, so you're just flooding it and fouling plugs.

Double check that your plug wires are hooked up correctly. Not to insult your intelligence, but you never know. I'd also look at your air box and see if its ever been messed with. Sometimes you'll have a rocket surgeon that things that more air into the airbox equals more power so they'll drill a bunch of holes in it, which will eff things up.

Make sure that that one large vacuum hose that runs from the carbs to the airbox is hooked up, otherwise the slides in the carbs aren't going to work and that could cause problems.

you might want to check and make sure your float heights are right to. and make sure the petcock is not overflowing.

how does it run b 4 it shuts off? w/choke does it rev real high (bout 3k) then bog out? or bog the whole time?
