Identify this bike
 

Backstory: I saw a sticker under the seat that said 1993, title says 1993, BS online vin check says 1993, but apparently it's loaded with 94 parts.

things like the adjustable silver front suspension, adjustable rear, passenger rearsets

Idk what your point is.... 94 they swapped parts like cartridge forks, a rear shock with a resovoir etc...

Def a half finished paint job.................whatever else it may be.

Seems like a 93 but I've been wrong before, sooooooo :)

To me, the bike's been dropped, hence the front end replacement, but maybe I'm just a cynic.....like the battery charger connected....is it rideable ?

There is a plate on the upper frame member, on the right side, near the steering head (circled in green in the pic below); if it says 1993, then the frame's a 1993, which is all that matters where the title for the bike is concerned.

The '94 parts that I can spot on your bike, are the different rear peg brackets, which are more like the F3, and do not have the extra bar going back to the rear of the subframe, and include the little nubbs for cargo tie downs and the helmet lock (you would see these "bars" in the above pic, but I have cut them off). Your bike also seems to have the same shock resevoir as the '94, which was the first year of F2 with that component, so I assume that you have a '94 shock. You also would appear to have forks from a '94.
Whether it's actually a '94, or a '93 with some '94 parts, either way, that's a good thing, as these components are better.

ditto - looking at those rearsets - they look more like F4 parts = the F4 didn't have a helmet lock on the rearset - it was built into the seat lock mechanism. The F4 had a heel guard on the left side that has to be cut off to clear the fairings on a F2/F3 - I know because I tried fitting a F4 rearset on my F2 when I bought a "F3" set of rear sets, and only the right side was F3 - gotta love ebay. Then I finally found a real set of F3 rearsets with the helmet lock (which I wanted all along), and sold off the F4 parts.

And doube-ditto JNSR - as far as the title goes, you're only registering/driving the frame - everything else is just parts.

Edit: Looking thru my pics - I found one with the F4 rearset installed - you can see the differences, so I was incorrect about that being a F4 part on your bike - you have F2/F3 rearsets - just someone's removed the helmet lock portion.

Also, checked the stamp on the motor, it's got a motor that corresponds with the make of the bike.

Previous owner probably wrecked it, replaced parts with parts off an F2 from 94.

Don't see why this is an issue? It's a 93.

I'm used to cars having "mutt" years (1992.5 MR2 requires a different alternator as well as some other parts), I'm just trying to piece together the history of this bike.
