Default F2 no start

I bought a 91 F2 back in January with a bad headgasket. I have since replaced the bad gasket am I am trying to get the bike running again. When I had the engine out of the bike I replaced the spark plugs. Checked the gap on the new plugs and they were within specs. So now the engine is back in the bike and I've got everything hooked back up. My trouble is that it just doesn't want to fire up. I drained the old gas out of the carbs, checked for compression and spark, but still nothing. I've got fuel, spark and compression... shouldn't need anything else should I? What could I be doing wrong? I checked all timing marks during assembly, but i'm wondering if somehow I might have screwed it up. With the air filter off I can feel the carbs momentarily sucking down on my hand, then it feels like they are blowing air back out of the carb, then sucks down again. Is there any way I can check my timing without removing the head cover again? Any other suggestions?

Are you sure it is getting gas? Cuz it sounds like it should be working, check the fuel line

i would have to think its a fuel problem, you said you drained the carbs, but are they still dirty with old residue? also, its suprising how much better the bike runs with the air filter on, that might help get things going

Check the vaccuum hose from the petcock to the #1 carb. If it is disconected even if the petcock is "on" it won't get any fuel.
