Thanks for the advice yall. Story for the low mileage is that it was my high school coaches bike first, i don't think his wife let him ride very often. He then sold it to one of my friends last year who just used it to ride to campus and back, only lived ~1 mi. from campus. He just got engaged and his fiancee won't let him keep it. So it sorta fell into my lap. I dont know much about bikes so what should i be looking for on the chain, and fork seals?
Bikes appearance is good except for minor scratch on the bottom of plastic left side, scraped a curb, and then one of my friends friends scraped a pole on the left side so there is a scrape on the turn signal.
I'll try and upload some pics morrow.

you can tell if the milage is genuine
look for excess wear on foot peg rubbers
stone chips on fork legs
and maybe should have original tyres still if it hasn't been ridden hard, but they should be nearly shot.
rattles from timing chain
the bike should look nearly new
A looked after bike with lots of miles will be better than a tatty bike with few miles.
Sounds too good to be true
but you never know
