Rust in tank? How to get it out??

Ok... I just bought this bike and when I got it it looked as if it has been sitting for a long time. The tank has rust in it. A few people told me to powerwash the inside of it. Well I did that and got most of it out of there. However there is still rust sitting down by the valve and drain tube area, because if I rock the tank from side to side it will drain out the tube. But once the tank is sitting still nothing comes out. I assume that there is rust sitting there clogging it up. My question is how do I get it out of there? I tried to tip it over but being that there is a lip on the fill area it wont come out. I was thinking of taking it to a local place that will do it for $80 on up but I woud rather try to do it myself.
What would you all recomend me doing?

There's a product called "Kreem". It's a three stage cleaning/sealing system that works wonders. Look it up online or go to the dealer and buy it. It costs like $35 and it takes about two days for the whole process to be finished. It removes the rust and cleans the tank and then adds a layer of sealer all around the tank that will never rust again. It works great. I used it on my F2 and have used it on several customer's bikes.

i took mine to a shop and had them acid dip it for rust, and then epoxy coat the inside to prevent future rust, it was like $70.

Poor mans tank rust remover.
1 gallon of (CLR) Calcium Lime and Rust remover ($15.00 at Lowes) and 50-1/2 nuts (DO NOT USE WASHERS) and 1 week (7 Days)
Wal-Mart has a de-rust gel that works very well also ($7.00 quart x 2 in marine dept).
Remove all fuel from tank.
Remove petcock.
Fill tank with water from garden hose and rinse tank free of fuel vapors.
Drain water from tank and plug petcock hole with rubber stopper.
Add CLR and nuts into fuel tank (count the number of nuts)
Shake CLR and nuts in tank, reposition tank in a new position each night to ensure CLR covers a new portion of the tank each night.
Repeat each day for 1 week.
Drain CLR from tank, remover rubber stopper from petcock and flush tank clean.
Remove nuts using long magnet screwdriver (count the number removed).
Put the hurricane tank on single saw horse,
Position tank so fill cap is higher than petcock
Put garden hose in fuel tank fill hole,
Position clean 5 gallon bucket under petcock and fill tank with water from the hose and let run, and flush tank clean with water.
Adjust water pressure so water fills the tank but does not over flow fill cap.
The bucket will fill with water from the petcock hole and let her run.
Check the bottom of the bucket every 15 minutes for debris.
When there is no more debris in the bucket turn off the hose and drain tank.
Use compressed air or blower end of shop vac to dry interior of tank.
Install petcock.
Fill tank with fuel and have fun.
