F2 wheels to fit an f1?
There are a lot of issues with this. F2 wheel is 1" wider. Axle is a different size, not to mention differences in the brakes, etc. Swapping to an F2 swing arm creates other problems that I wouldn't want on a track bike particularly lowering the back end.
Maybe going with a 140 tire on the F1 wheel would work.

You can buy conversion bearings, make wheel spacers, buy custom offset sprockets.... And you can figure out the rear rotor... Galfer can search specs of you can measure bolt pattern, diameter, thickness, offset, etc

If you're dead set on wider, you could have your wheel widened by a wheel widening specialist. Kosman, I think is one that is popular. SportRider used them on an old Kaw Z1 build so they could use modern tires. I think it cost $400. But when you factor in all the trial and error of finding something that would bolt on and slight machineing of this and that and an ebay wheel that the seller says is straight but not. I dont think it a bad deal as long as there is room for the chain.

The chain is a problem if he wants to put a 160 tire on it. There is a ton of info in the tire sticky at the top of the page. There is no easy path to do what he wants to do. What seems easy will compromise handling and or be just wrong for a track bike.
