Default Dumb question but I dont know.

So im completely tearing down my f1 to rebuild it all from the bottom because it was in pretty rough shape when I bought it. Anyways took my steering stem off and I noticed that I could spin the fork tubes? Is this normal I would figure that they would be tight.

They should slip out pretty easily once you loosen off the triple tree housings.
Both sets of clamps are off?

Yea both clamps are off. And both forks should just slip out huh I didn't know that I figured they should have been tightened.
