Straight (parallel to the plastic) should be pretty good. Make sure they all "float" in a bowl of gas. Make sure the float needles are seating correctly in the bore, as well. If you turn the carb assembly upside down so the needles are "seated" you shouldn't be able to blow any air into the center gas inlet. Dirty float needles that don't seat well will cause a rich condition.
And, just to make sure, you checked your idle mixture screws, right?
