What do you mean? As soon as you buy the bike you should get a title from the previous owner or if you bought it from a dealer they sign it over to you and send it out to the local DMV.
Im not to sure with what you are trying to do. Are you trying to replace your (lost) title?

First of all where are you located.
In TX you pay 6.25% Sales Tax of the sale price (Not the total price, just the bike)
then it is approx $76.80 on top of that for the plate and regs
So if I were buying a new 1000RR here in TX for say $9500 X 6.25% + $76.80 = $10,170.55 OTD with all taxes and regs paid

Title is free to sign over. The DMV usually charges just the registration and the plates fee. That fee also covers the title transfer. Now, a dealership can charge you for whatever statle fee the regi + plates and they may charge your 50 bucks tops for title and paper work processing.
Also, you will pay taxes at the dealership. I have never heard of a case where you buy something from a merchant without paying taxes.
