Question Loose Front Sprocket?

Sup guys,

Got my new chain and sprockets in. As I was changing the front sprocket I notice it had 'play' in the old sprocket, not forward to back play .. I understand thats normal movement, yet play on the bolt, as if its not tighting it down. So I proceeded to put on the new sprocket, tighten to 65lbs ft lbs torque, (spec'd in manual) yet still have play on the sprocket Is this normal? am I missing washers? According to the manual it calls out 1 bolt, 1 washer, which is there. This just doesnt seem right to me. I included a video to help further diagnose my issue (im not Steven Spielberg, so give me a break) hehehe... thx in advance guys!

Perfectly normal .......the sprocket floats and is hardened steel as is the splined countershaft
