How much is this 1994 worth
I found this 1994 sitting at a gas station in Indiana. It has Kentucky plates on it. Gas station attendant said it has been sitting a couple of months and as you can see the kickstand in the asphalt. The police said today its gonna be towed in a week or so. I contacted the "owner" I think only by text. Got number from the attendant. It is in pretty ruff shape. I would like to rescue this ol' gal and bring her home cause you know the owner is just going to let it get towed and then inpounded and then he's not going to get it out so then it will go get junked.

I say offer him a nice round sum not too little like a Franklin, and he'll either be over the moon about it, OR think he can cash in on you and say he wants like a grand for it. Then just say "suit yourself, my offer stands until it gets towed" and walk, reminding him he's got a few days to decide if he wants a hundred bucks or nothing at all for it. you're phone will ring pretty quick.

It solely depends on what's wrong with it.
You should be able to get it for next to nothing since you think the guy is just going to let it be impounded (which, correct me if I'm wrong, he'll still "owe" on it even if he never picks it up, right?).
Offer him a couple hundred bucks to incentivize him to sign the title over (lets be honest, it sounds like he's a bit lazy if he's just going to let it get impounded). Tell him you'll take care of everything else so long as you can get the papers for it and see where it goes from there.

To add to that, a straight front end is also worth a good amount of money. So are rims, and some other stuff. Take a look at eBay and see what parts are going for. When I buy bikes to flip, I always make sure that I'm into them (including extra parts) for no more than I can get out of them. Judging by this guys attitude, it's the exact kind of deal that I'd try to find. If he was going to be firm on a high price, the 'cane would be at home in the garage, not a gas station in a different state.
