As with any motor vehicle, the Temp sensor is what tells the fan to go on or off. It also sends the signal to the Temp gage. I would suspect that either the sensor is faulty or the wiring from it is dropping out. Is there a good contact at the connector?
I also posted in the 900 section.
Edit: This type of problem could also be present with a 1kF, you get a free pass here.

There are two separate coolant temp devices on my '93. One in the lower left corner of the radiator, which is the fan on/off switch (SWITCH, THERMOSTAT p/n 37760-MT2-003)and anotheris the thermostat housing(SENDING UNIT p/n 37750-PC1-004) , which sends the coolant temp signal to the guage on the dash.

Tallenuf is correct, there are two sensors. One is actually a switch. When the coolant gets hot enough the switch closes and completes a ground and the fan turns on. To test a switch like that, you have to remove it and place the tip in hot water and see if you get continuity across the terminals. This would be the one in the radiator.
The other sensor is the one on the engine. This one would be a variable potentiometer. To check that one you need to check for resistance change as engine temp rises by measuring across the terminals.
Edit: I don't know much about the 900. It may be that the Temp flashes as a warining, 270 is a bit hot. If the fan is not turning on, the engine may be to hot and the Temp gage may flash.
