90 'cane wouldn't run right after week of rain

Went to start him up after sitting under the cover for 10 days while we were pounded with over 18 inches of rain in 7 days.

He didn't take to well to the idea and I could not get the engine to smooth out, acted like it was running on 3. Pulled the coils, check them out, good resistance, no cracks or splits. Pulled the plugs, they were black on one side grey on the other, prolly due to extended choke and #2 was wet.
Put all back together and still not running right, but after a few pops out the exhaust it smoothed out and is running fine.
I drove it to work with no issues at all.

Best I can figure is water got into the carb(s), and just had to clear out. I'm also thinking that #2 float level might be low allowing more water in there?

It was sitting on the side stand all during the rain.

I plan on pulling the carbs and giving them a good look over and might as well do the valve clearance while I'm in there.

Anyone know how to check the float level while the carbs are still on the bike?
