I have never personally seen that scheme before, not in the US. I can't really tell for sure but the tank looks like it is covered. I have a 98 and my cap sits pretty much flush with the top of the tank. The one i the pic looks recessed.
On the frame, there should be a plate that tells you the Honda color code. Try to find that and Google the code. You should get good examples of what that color is.

It has the holes for the blinkers which is a good sign but I seriously doubt its oem. I looks alot like the ebay kits. Especially the fuel tank. It dont look like a real fuel tank. It looks like a tank cover because of the gas cap is to low compared to a real tank. On a side note............who's the cutey in the back. Haha.

Apparently that is the current owners girlfriend. I asked, she does not come with the bike

The bike is most likely a 95/96 F3 because of the tail light. F2's and 95/96 F3 had the rectangle(ish) tail light. It could be an F2, but I highly doubt it because of the front discs.
The paint scheme is not factory. Honda had 5 paint schemes, an all red (sparkling red, version I have), a majority purple front with yellow(ish) stripes and yellow tail, a black front with orange red stripe and white tail, a red sparkling red front with black stripes and black tail, and the Smoking Joe Edition.
The plastics appear to be a Chinese set because of the lip around the tank. Watch out for these plastic sets as they will deform from the heat of the engine and the sun in really bad cases.
