What's it worth? (realistically)

I paid $5k for mine with 12k miles, 7 years ago. It was like new condition. I have no regrets. There are some deals out there but availability in your area has to be considered also. A '93 with less than 3,500 mi, WOW! Just like buying a new bike. If the bike has that low of miles, the guy is not a rider. I doubt that it has not seen more than 5K on the tach. The bike is still virgin.
New: (ball park)

BMW R 1200 R -> $17,000
BMW K 1300 GT -> $19,000
Triumph Sprint ST -> $13,000

How much is he asking? What if you show him the book price and go from there?

I'd agree with TimBucTwo and start at the book price. The '93 is not a collector year but it is a super low mile example you are looking at. As for haggling points, if the tires are more than 4 years old, toss 'em, a new set of Micheilins will run you $350. A full service at the shop, all fluid changes and safety checks, couple hundred if he has no records.

New tires don't mean anything to me, about price. I would have to change the oil and filters anyway, Don't understand why people say that???
If I bought this 'Cane the first thing I would do is change all the fluids before I rode it again.

To answer the question, You could find a cheaper bike that you need to put money into. The joy of not having work on it is worth at least $300 to me. If I were in your situation I would buy it at that price if he refuses to meet you at book price. Book price is a ball park figure that is suggested. Harleys have always sold way above any reasonable book price.
If you don't buy it soon, Sprock may jump on it for his collection.
